Foreword

Have you ever heard of the Federalists and the Anti-Federalists? These were two opposing factions which sprang up after the Constitutional Convention in 1787. One side advocated ratification of the then-newly-proposed constitution. The other side opposed ratification of that document.

Apparently not everyone agreed upon the Constitution at the beginning.

Most likely, the way things shaped up after its ratification was not exactly as expected by any single party on either side of that debate.

Today, split decisions of votes 5 - 4 are common in supreme Court rulings.

So apparently, even the individual supreme Court justices read the Constitution in a unique way, not exactly like the others. And these slight differences are of such nature and consequence that some justices favor the defendant, while others favor the plaintiff. That's a significant difference. One might even call such differences of opinion disagreements.

Whatever this book-sized essay may accomplish, it does not once and for all settle the question of what the constitution means.

The content of this book-sized essay lends itself to an understanding of how our dear and fabulously wealthy country can be advanced to a fuller expression of the promise it represents.

This understanding proceeds out of a voluminous and robust discussion of the constitution.

Along the way, the discussion takes the reader into Sparta in ancient Greece, makes a couple of stops in first century Rome, with a healthy helping of American History which includes some major events associated with the founding, current news events, and even a mundane personal anecdote or two.

The pace is relaxed but brisk enough to maintain interest.

Among the anecdotes, there are a couple of accounts of successes, things to emulate. These were easy and fun to write. I suspect they will be easy and fun to read. Several anecdotes are about failures. These were neither easy nor fun to write. Nor do I expect them to be easy or fun to read. But each anecdote, whether it relates a success or a failure, adds weight to the overall theme of how to advance our dear and fabulously wealthy country to a fuller expression of the promise it represents.

The pace is occasionally brightened with a flash of brilliance or a dash of humor.

If you're new to the Constitution, you can expect to learn something about it, just because it's new to you.

If you've studied the Constitution for any length of time, you too can expect to learn something about it because, by now, you know it's that kind of document.

My own study of the Constitution began in summer of 1989. I the writer, freely profess to you the prospective reader that my understanding of the Constitution was significantly advanced by the writing of this book-sized essay.

May you, the prospective reader, find your reading of this work equally rewarding.

Today's date is February 28, 2010.

The Preface (next section) was written on December 20, 2008. Everything after that appears in the order it was written.

In the Preface, written over a year ago, I announce to both myself and the reader what I plan to do.

In this Foreword, I briefly assess what I actually did.

Both the Foreword and the Preface are intended to increase the benefit realized by the readers of this book-sized essay.

When I started writing what became this book-sized essay, I intended to write 40 to 60 pages. It was going to read like a briefing for a General before a major battle. Instead, it turned into something like 500 pages resembling the voluminous notes of a scout on a reconnaissance mission.

Somewhere in those 500 pages, I mention the scout at the Battle of the Bulge who noticed the high-floating fuel barrel and understood its significance well enough to help win that battle based on that single observation. While I make 500 pages of observations herein, I did not notice any single point that would lead to an immediate resolution of, or victory in, the struggles in which our dear and fabulously wealthy country is currently engaged. Don't expect to find that herein. It's not there.

What you will find herein is a good survey of the Constitution for the United States of America. All amendments in The Bill of Rights are addressed. I estimate that over 85% of the Constitution through the 12th amendment is directly addressed in this survey. (Some amendments after the 12th are mentioned, although most are not.) Working from the Declaration of Independence and two other events even closer to the time of the Constitution's framing, I help the reader toward a good understanding of the question, "What did the Constitution mean in 1787?"

I hope my observations and comments will be of value to the reader.
